The functions of the Council are set out in section 16 (1) of the Act:

    1. to provide guidance and strategic advice to the Minister on the development of the Marine and Coastal Policy and the Marine and Coastal Strategy
    2. to provide advice to the Minister on the implementation of the Marine and Coastal Policy and the Marine and Coastal Strategy
    3. to provide advice to the Minister, as requested, on significant decisions under this Act relating to or affecting the marine and coastal environment
    4. to provide advice to the Minister on matters requiring scientific research
    5. to advise the Secretary on the preparation of guidelines made under the Act
    6. to request the Minister to establish a regional and strategic partnership
    7. to provide advice to the parties of a regional and strategic partnership on the preparation of a product under the partnership
    8. to provide advice to the Minister on the preparation of environmental management plans
    9. to provide advice as requested by the Minister on any matter relating to or affecting the administration of the Act
    10. to carry out any other function conferred on the Council by or under the marine and Coastal Act or any other Act

Section 16(2) of the Act notes that “in performing its functions, the Council must have regard to the objectives and the guiding principles" of the Act.
